98 civic ex with a speedo problem... i know VSS, but..

98 civic ex with a speedo problem... i know VSS, but..

I have a 1998 Civic EX and I know that this has been a topic before I am sure of it. I just have a questions regarding a vehicle speed sensor (VSS)
When i have the ignition turned on the speedo goes to 20 mph. I think that its the VSS, but when i un hook it it stays at 20mph. It actually goes down to 18 mph or so, but still some sort of interference somewhere i am guessing... Any clues on what it could be???

It's probably the speedo itself. You can find new here: http://www.hondapartscheap.com/southbay/jsp/home.jsp but, it's expensive. Easiest thing to do is to find a used cluster here for about $30-60: http://www.car-part.com/
