What would be the best way to hook up a Delphi FM modulator to the fuse box on my 2002 civic sedan ?

simple.. dont do it. Never hook anything up to your fuse box.. run an 4 or an 8 gauge wire straight from your battery to a distrubution block.. get one with lots of outputs so you can always add more accessories in the future.. well, just don't hook your amp up to it.. that needs it's own power from the battery

id probably grab constant and acc and ground behind the radio itself

an fm modulator draws such little power that you could run it off the radio or the cig lighter itself

yeah, definatly no need for 4 or 8 guage wire. just grab acc and ground behind the deck. if i remember right there is no constant on the delphi modulator.
