Use a self tapping screw but make sure to sand or srape off the paint were the ground screw goes to make a good connection.

make sure you paint over the hole from BOTH sides after the connection is made so that it doesn't rust too!
and what is a self tapping screw?
a self tapping screw is a screw for metal with a drill bit type end on it, it bores the hole, then the threeads run in, it basically has a pilot bit in front of the threads, lowes, home depot, etc. wil have them, just tell them you need some self-tapping screws, and they will show you a sheiot load of different ones.
