does anyone know if the power outlet in our cars is always on or if it's only giving power when the car/acc is on

It's only on when the key is in the on or acc position..

If by power outlet you mean the Cig litter thingie then it is only on when your key is in position I or above...

In other words, if your radio is on, it is on
