Long story short, wife's 03 honda civic hybrid would not start and some guy offered to help. He clipped something from underneath the steering wheel column and now my alarm system cannot be armed or the door locks locked or unlocked. The guy did not give back the thing he clipped off. The wife said it was a black little relay looking box. So my quiestion is what would cause my remote access or alarm to not work?

Slide up under the dash and look for clipped wires. Or an empty non-factory relay socket.
Aftermarket alarm? Can't help you. See your installer.
Do you still have the factory fobs? Do they work?

If NONE of it works, then you need to be under the dash looking for whatever someone else did to it. Missing fuse, relay, cut wires, whatever.
Use clues: Did the person use any tools? How long was he under there? Where was he reaching when it finally worked again?
Unplgged keyless control unit? (It's buried in the center of the dash though.)
Unplugged (dealer installed accessory) security control unit? (It's attached very near a large curved section of the dash frame, left of the steering column IIRC. White box.)
Is there anything else electrical that suddenly doesn't work?

No, everything else works fine...and he didn't fix anything at the end. The car just needed a jump start. It had a dead battery. I will be getting under there, with patience this time, to look for any cut wires or any missing relay sockets

OK so i found 4 clipped wires(red,blue,black,gray) which are connected to a black box(alarm?) behind the so called alarm is the sensor which would trigger the alarm when car is bumped. Here is a picture

regardless of what brand of an alarm that is they all work pretty much the same, you got the alarm, the sensor, and i think whats missing is what receives the signals from the fob. But thanks for the help

The receiver is inside the large box (unless this is a remote start system).
The guy probably cut out a simple, basic relay.
If you really want to repair it, google might score you some basic wiring diagrams.
