My brother in-law is puting in 4 10" kicker comp vr's and 4 infinity kappa 5x7's and 2 6.5 infinity kappa components with 2 RF 2channel amps for the subs and 1 RF 4channel amp for 1500 watts rms of power. what size and kind of Cap should he get and does he need an EQ.

the cap is only if his light dimming bugs him (never has bugged me) but a 1 F cap should do it.
the EQ is for fun, there are many many models, but with that number of speakers, if he wants something like an audiocontrol three.1 id say go for it, no need for anything big and mighty.

I'll tell you this, I have a ported 12" L7 and a pair of Kicker Reso components.. equalization made my warm tweets play crisp and loud and my sub plays tight and hard without being too boomy, I can't imagine music in my ride without an EQ now.

good rule of thumb i use: for every 1000 watts use 1 farad worth of cap. before going with a cap, i'd first replace the battery (optima is a good choice, imo), then the alternator (step up amperes on it). then i'd worry with a cap. cap is always the last thing i'd do. EQ is never a bad thing to have. depending on which HU he has, he may or may not want one. some of the newer HU's have more bands on their eq's, so one might not be as big of a factor in it. sure, it gives you more tunability, and its always a good addition to a system. is it a necessity? no, just as a cap isn't a necessity. they are enhancements to any system, but not a requirement. if he feels comfortable spending the money on an EQ, then by all means, use one. its just gonna give you more ability to fine tune the frequencies on a wider spectrum.
