HID Conversions
I was wondering first what does k stand for when it says 3000k HID lights, how high do HID lights go in power, and where is the best place to get them for civics.

K is the kelvin color temperature. all it refers to is the color of light. the higher up the number, the whiter/blue the output is, and the dimmer it gets. 4300K is oem color white and brightest. 6000K is white/blue and much dimmer. check hidplanet.com/forums for more info. other good site for parts and info is theretrofitsource.com

also 6000k 35w has a different color then 6000k 55w . this is the cheapest place to get good quality HIDs.

I'm using a 55w ddm tuning slim ballast for my tsx retro right now 
edit: come to think of it, I'm using a pair of their 6000k D2S bulbs, too
but to answer other parts of your question, regular ballasts run 35w, but there's also a 55w option (brighter light, runs a tad bit warmer than 35w kits). Non-digital ballasts will have a starting current that will momentarily spike above 15a (i've never tested the current draw, but they would pop my 15a fuses, but swapping for a 20a fuse was fine), but then draw something low (dunno what the value is).
The DDM Tuning digital ballasts I'm using have a starting current of (something along the lines of) 6amps and a normal operating current draw of 3.4amps. I do, however, have a separate relay for the HIDs, drawing power straight from the battery and using the OEM headlight socket to activate the switch.

yeah the relay harness is there to absorb the initial current spike. after they warm up for a minute, they comsume less power than stock halogens (35w instead of 55w). 3amp sounds about right. halogens are around 5amps.

Lol.. when I was young and naive and bought the xtec kit back before Jay (Impulse) because a shitty "vendor", I just swapped my 15a fuses for 20a fuses.. lol
