I bet it goes on right after the header and bypasses resonator and muffler. And yes, it will sound VERY loud and annoying without resonator or muffler.
a lot of old muscle car enthusists used something like that to run open headers and keep their exhaust on, infact a long long time ago my dad had a 68 chevy impala super sport with a switch on it to open the headers.

it gives you the option to either run straight pipe, or your normal exhaust for emissions and testing. there is some lever you move in it to change the flow from the pipe to just flowing into the air. you can place it wherever you want, before the cat, in the mid pipe, or right before the exhaust. whatever fits your needs best.
From a different eBay auction. They make these for up to 3" pipes.
3 choices for installation of the cut out:
1 Straight Pipe= method recommended: It can give horsepower gain of up to 15% i.e. thats10-20HP! Installed right before the Catalytic Converter (right after the headers). This method gives you the most gain in horsepower & is quite noisy. Once the Cut Out is opened using this technique, its like running off straight pipes. But flick of the switch, and your exhaust is back to factory and no one would even know! Great for intimidating racers at red lights. Great for revving to fellow car enthusiasts.
2 No Muffler Installation: Installed right before the muffler. This will keep the exhaust from traveling out of your muffler...it will now travel out the Cut Out. This however has no potential horsepower gains but sounds mean and VERY intimidating! Once again, flick the switch and exhaust is back to normal.
3 After the Catalytic Converter Method: Installed after the Catalytic Converter. This method makes all exhaust travel through your Catalytic Converter then straight out your Cut Out. A bit quieter than the first method, but can still make interior resonance loud. Can have great potential horsepower gains as well. And flick of the switch, and your exhaust is back to factory and no one would even know!
HOW DO I USE IT?
After the easy installation, just flip the switch to the “open” position and instantly your exhaust is wide open, no backpressure, let people on the street know what you have under the hood.
Then when its time to close your exhaust up, just flip the switch back to the “closed” position and you are back to a stock exhaust.

Look like that brass/zinc vavlve used for natural gas lines, Hmmm same color too.... where on a car you gonna attach something this small? it has to be small cause look at the size of the TAIWAN stamp!

all cars need some back pressure, no back pressure can cause a/f mixture to go directly from the intake vale to the exhaust valve, during the overlap squence, causing less a/f mix to be burn, that's less power
most engines must retain some exhaust gas to keep the engine cool, without exhaust gas to keep the cylinder engine cold, you will get knocks, which in turn the ecm will retard timing, futher reduce power
your engine is a huge vaccum, during the intake stroke, air and fuel is pushed into the cylinder by the atmosphere, if the engine is too hot, it will actually ignite the a/f mix as it enters the cylinder, which in turn, melts are plastic pieces, your intake, and dammage other things
our engine runs ultra lean, tell me, what's the chance of THAT much exhaust comming out the the piping that we need straight pipe? i don't understand why people evn go 2.5! most 2.5 and up diameter are turbo cars, not a weedwacker 1.7 liter! for gods sake, those people with 3 inch pipes and all stock/near stock n/a are frickin retards
