what problems are cause by using leds for blinker bulbs and what does this thing solve?

the only problem i could think of is that the turn signals blink too fast. that thing probally slows down the bulbs to normal speed. leds are much better than normal bulbs because they willnot overheat and melt your harness. i have leds for turn signals and parking bulbs. there is a pic of them in my members rides if you want to see.
