tires on my 1998 civic ex 15's?

tires on my 1998 civic ex 15's? took my car in for smog the other day and the smog guy tells me that i need to get the tires i have now off asap. because the tires on there are 15's and 15's don't run on civics they run on accords. my ex boyfriend says it's better to have the bigger tires, less revolutions? something like that. so whats the skinny? i have no idea.
