Have a 96 Civic Dx and my fan is good I just need to know how to and where to wire a jumper for the fan so it kicks on as soon as I start the car

unplug the sensor on the thermostat housing and stick a paperclip in it.
you really should fix your issue though. this is more of a "might get you home" kinda trick

What part do I stick paper clip in?? I’m actually trying to make the fan come on when I start the car and always run while driving every time not only when car gets to a certain temp hints why I’m trying to figure out how to make a jumper wire

it's a two prong connector. you just unplug it from the sensor and stick the paperclip in the connector that is attached to the wiring.
you're going to seriously reduce the life of your fan having it run constantly. say if it were to last 6 years, you might reduce that to a year or less.

Sooooo it loses coolant and runs hot? Is that why you want the fan to run all the time?
Find and fix the real problem instead of hacking the fan to hide the problem.
You will dramatically shorten the service life of that fan motor if it runs all the time.
