Hello,
just bought a 99 civic ex and the power windows don't work at all. Can anyone tell me how to troubleshoot it? I am thinking the first thing is to check the fuse, but from there what do I do?

Open the drivers door.
Find the wire harness between the body and the door
Peel the harness cover away from the door connector
look for broken wires

It was just discnnected, but now the window doesnt go all the way up, it gets up to about 3/4" from the top and rattles, any idea what that can be?

Um, maybe that's why it was disconnected?
If it's a coupe it sounds like it needs a window regulator. One tooth is worn down and the gear of the motor skips on that tooth repeatedly.
Probably best to get the motor along with it, because its gear likely has wear too.
I guess my previous reply jumped the gun LOL. Someone leaving the window switch disconnected just isn't a normal failure.
