'97 17" wheels rubbing, help

I just bought a used set of Vox (?) rims for my '97 and thought they would fit. They are rubbing when I go over bumps. Car is stock. I tried tapping the inner fender for a little more clearance, but didn't seem to work. Any help or advice would be greatly appreciated. Thanks.
