big problem with rear brakes adjustment

hey guys my rear is up on jackstands im trying to adjust my ebrake which right now barely keeps the car from rolling at a stop. i read the manual but ran into a problem right away. even with the adjusting nut in the console totally loose, my driver side rear wheel has drag when i spin it! the other side is fine. so im stuck what to do now?

its supposed to have a slight drag when u adjust it

no its not actually, per the service manual. its supposed to have slight drag when park brake is pulled one click. when released, should be no drag. there is no drag on the passenger side wheel. only drivers side and i forgot to mention, its not a constant drag, you can hear where it scrapes one or two places as the wheel spins once. i think the drum might be out of round or something. also before i started, i did the brake self adjust by loosening the cable, starting the car, and pressing the brake pedal several times. then i adjusted the park brake. which by the way is still almost useless. i have to pull up as hard as i can and the car barely starts to slow down. if i was going 35, it would prolly take almost a mile to bring the car to a stop. you almost cant feel it doing anything. yet its tightened exactly like the service book describes. and it clicks 6-7 times.
