Tires rubbing off the front bumper

Tires rubbing off the front bumper

My civic has full coil-overs that was max out and the car sits real close to the ground. It rubs against the inside of the wheel well every little bump. I raised it up 2 inches and my 2 front tires rubs against the front bumper and tearing it off when doing a hard turn. I raised it up 3 and 4 inches and still rubs.

Current setting:

LS webs with 195/60/15. Should I change the tire out to 195/50/15 or 195/45/50? Would that prevent the rubbing?

Sounds like the wheels may stick out too far (improper offset)?
