Check for fault codes. Got any? What are the codes?
Anything else not working correctly?
If no codes related to it, then it could be a bad speedo head.

Re: 95 civic speedo help needed
If the VSS truly failed, I fully expect a related fault code in the ECM, which you do not have.
Got factory cruise control? Does it work?
If you do have cruise and it still works, the VSS is good. Stop there.
To test the VSS in-circuit, I'd backprobe at the most convenient connector, the yellow/white at the sensor itself or yellpw blue at any other connector in the circuit, watch the meter toggle from a voltage to zero repeatedly as the car is slowly rolled on the floor.
I'd plug in a scanner and read VSS value while driving, that's quick to verify it works.
