new seals still have oil in spark plug wells
hello, i have a 1995 Honda civic that burns oil and has bad pistons rings, i am planning on rebuilding it mainly because i want to have the experience of a complete rebuild under by belt. anyway i have a more pressing issue that is it wont start because it has no spark, i have identified the problem to be the distributor cap. however there may be a bigger problem that caused it to short. i have major pools of oil in my spark plug wire ad all the seals valve cover and camshaft seals are brand new... i rebuilt the top end when i bought the car one yaer ago. it burns oil bad like one quart every one hundred miles. very bad... needs rings i know but i need one month to get through school before i have the time. could the excessive blow by cause my top end seals to fail so quickly? and could all that oil have caused my distributor cap short?

Oil in the plug tubes is usually caused by rocker stand seals.
They are thin O rings between the head and the rocker stands.
#16 (3) and #17 (1)

They go bad due to time, miles and heat, same as every other rubber seal in an engine.

Yes i am very familiar with these seals, i replaced them less then a year ago when i rebuilt the head. do you think the excessive blow by could cause excessive oil on top of the engine which would cause these to fail early? and also would excessive oil at the spark plug wires cause a short at the distributor cap?

Blow-by wouldn't push oil into the plug tubes unless there was a gasket problem, and a gasket problem would let oil in no matter if there was blow-by or not.
If you replaced the O rings there and they didn't slip out of place or anything, then the only other thing I can think of is the 4 rings in the valve cover. All new? Maybe one didn't slip around the tube correctly?
Plugs weren't loose?
Oil soaked plug wires usually just cause problems with the soaked ends, rubbers, and plugs. No, I don't see that causing a cap problem.
Cap, where exactly was the "short"? Probably just old/dirty/contaminated? They all seem to go bad eventually.
