Rough Idle and stall at stops

Hey guys,
My '93 civic ex i having some issues with rough idling and stalling whenever I come to a stop. It only happens once the car is hot. It will idle really low and barely stay on when im sitting in neutral after it has been warmed up.
There are no CEL's. I have checked my spark plugs, cleaned my air intake, throttle body, IACV, changed my PCV. It also has a new battery (problem occurred before the battery swap). Also when I check the voltage across the battery when the car is on, I only get about 13.4v not sure if it is related or not.

doesn't sound like a battery problem to me, 13.4 is a pretty good reading. sounds like the same way my old 90 accord used to run. it would start up good and idle fine, then when i stopped i had to push the clutch in and keep revving it up to keep it running at stop signs and lights. took it to a shop and found out the head was cracked and it was only running on 3 cylinders.. maybe do a compression check and make sure you still have a 4 banger

here's hoping that's not the issue. I'll give it a try, I know I have oil coming into the #3 cylinder hopefully not cracked though. It seems to have been progressively getting worse since I bought the car two months ago as well.

Ok so I did a compression test today, and everything seems to come back fine, I get 190psi in cylinder 1 and 180psi across the 2,3, & 4.
I changed my spark plugs last week to brand new NGK's and now #'s 1,2, & 3 are covered in black, could that be part of my issue.
