94 civic b18c1 swap need help with speedometer

hello every, this is my first post
the problem I have is the speedometer and fuel gauge is not working on a '01 GSR cluster i purchased.
first off the car i bought was a 94 civic HB with a 94/95 b18c1 engine.
i figure its a 94/95 b18c1 engine is because it has a b18c1 stamp and those four circles that i read up on a forum post said that the first circle would represent the year the engine was made. so i got a 9/4.
so a week earlier i decided to change the cluster to a gsr and got an 01' cluster off kijiji with the wire harness already re-wired. after the long removal of the dash and grinding the support arm and finally got everything to fit nicely. got it all plugged in and started up, noticed the speedometer didn't move at all , or the fuel gauge . all the lights work and the tach work.
so i thought damn something might of blown so i plugged back the original civic cluster and everything worked fine.
any suggestions where i should be looking at to fix this problem of mines?
