Horn troubles

Hello people please bear with me as this is my first time posting. I recently bought a 1999 civic lx and the horn doesn't work. I checked the fuse under the hood that has the horn and the stop lamps, but it fine. There is no clicking sound anywhere when I push the buttons on the wheel. Just looking for a little guidance on where to start to fix the problem. Thanks.

Locate the horn.
Disconnect the wire connector from it.
Connect a test light to the horn connector.
Push the horn button.
Determine next step.

If there is no clicking sound that means the relay is bad. The "clicking" would be the relay opening and closing when you hit the horn. You're gonna have to do some wire tracing to figure out where that relay is and replace it.
