Radio constant volt wire fault

Radio doesn't work and the toggle for fresh air or recycled air in the cabin does not remember where it was set and always defaults to Fresh Air.

Its a wiring fault on the constant voltage line that powers the radio and I guess the toggle for the air flow too.

Any of you guys dealt with this before? Is there a spot where if the wire is going to break this is the first place to check.?


EDIT
I'm showing voltage on both memory and accessories lines with key both on and off. Acc line 12v on, 2v when off. Memory line .4v when off, 4v when on

Constant power: Blown fuse in engine compartment box, labeled 'back up'

IDK about the recirc issue though
