P1399 is a random misfire code.

Try a different code reader, there are usually more specific misfire codes stored along with a P1399.

Figure out which 'hole' is dead or weak, if it's running bad at idle this should be easy to figure out

intake gasket leaking?

Compression test?
Inspect plugs?

Compression test?

How about the old plugs you just removed, what do they look like?

At what point is the CEL flashing....or maybe How do you have to drive to make it act up? Light throttle, steady speed, or mash the gas to the floor, or what? Describe.

Got freeze frame data that goes with the P1399 code?

Can you force it to misfire by powerbraking or throttle snap?

What kinda car is this?

what trim,

how many doors,
what country are you in?

Re: 1999 civic d16y7 code p1399

No compreeaion test cause its missing on all cylinders not one specific one on take off at any throttle until 2nd gear and its fine its an auto I'm in Minnesota USA. And don't know know what freeze frame data is 4 door old plugs were spot on little ashy but not fouled in anyway after 10 k its always been flawless it took the distributor out and tested the pick up for resistance after I put it back on today I backed the timing off to even out the dle when it was acting up.and the miss is no apparent but spits and sputters a lil on take off ..
