I need of some help with engine issues. I know a fare amount about the 6th gen engine. Tho I am terrible with diagnostics. To get to the point.
My civic went down a little over a year ago due to a leaking water pump. Due to time and money issues it took this long in order to fix is. In the process of changing the water pump, a new oil pan gasket was installed. As well as new spark plugs. I also drained all engine fluids and refilled them. Once all was back together I started the car up and it seamed to idle just fine and responded to engine rev normally. Fist issue came with a random shift lock. Car does not allow me to disengage from park. So just to momentarily avoid this I manually shifted it with key the key release. Once car was stated and place in gear the gas pedal acts as if it was disconnected and car does not respond. Only response is the car will idle its self down the road and slowly gain a little speed. I think that is due to the throttle cable bing a little to tight. Would the gas be bad enough to idle but not run properly? As I mentioned before I am terrible with diagnosing issues. Any help is appreciated.

Do the brake lights come on EVERY TIME you push the brake pedal?
the gas pedal acts as if it was disconnected and car does not respond.
Cam timing is off by a tooth or two or three?

The shift lock seamed to go away for now. It did it when the car was facing down hill in the drive way. Now that is it up hill does not seam to be affecting anything.
As for the running issue, yes i can rev in park and neutral. Timing is what I expected just never ran into and issue where timing allowed for a normal idle and to be reved up but would not run properly while in gear.

If the cam-crank timing is not perfect, the computer may be able to compensate enough to keep it from dying at idle, but engine may have little or no power.
Get a good shop manual, inspect the timing mark positions and correct as necessary.

Timing at the cam looked as if is was a few off. After lining it up I can not seem to get the tensioner to tension back. Haynes manual says I should rotate from the crack till it returns to TDC. Once there then rotate at cam by 3 teeth counterclockwise. Unlike the first time, the belt only tightens up in the pulling direction and loosen in the pushing direction by a lot. I can only think of removing the timing cover ignored to tension it properly?

then rotate at cam by 3 teeth counterclockwise
You count the teeth at the cam gear.
