Shaking at 4,000 rpm

Shaking at 4,000 rpm
Sometimes when I'm driving, it starts shaking and doesn't pass 4,000 rpm. I was told that if I don't have tha right wiring harness can cause it, low transmission, etc. I have no idea what can be causing it at all. I have a 1997 Honda Civic manual transmission b18b1 swap.
