head lift

I read on a website about head lifts? it read that it will give a lot of the same symptoms as a blow head gasket. I have had random overheating and been having to add coolant every few days to keep topped off. could I retorque the head without causing any other issues? the previous owner said he rebuilt the motor now about 60,000 miles ago so I'm finding it hard to believe the HG is blown, I have replaced ect, fan switch, thermostat, and it has a new radiator. and suggestions on head lift thought? I am running a 98 civic ex d16y8 w/vtec.
