Idle speed Fluctuates and engine hesitates on acceleration

Idle speed Fluctuates and engine hesitates on acceleration Hello,
I have a honda Civic 96 D16Y7, the idle speed fluctuates and sometimes when I stop on red light it seems like the engine wants to stall, also, when I accelerate the engine hesitates and feels like it's losing power, especially when I'm in a highway it feels like I'm driving on reverse, even if I press the accelerating pedal til max, no more than 60 MPH. NO MIL! (the MIL bulb works fine because it's lighting when I start the engine)
What I did right now, change :
- spark plugs,
- air filter,
- ignition wire,
- distributor rotor,
- distributor cap.
is it IACV, PCV valve, catalytic converter ?
PLEASE HELP.

You said you replaced ignition wire, rotor, etc... Even so, did you check for misfire in any cylinder?.
Have you checked if has spark coming from all the cables?
It sounds like you have a misfire. I would check if i got spark from all cables before do anything else.

possible iacm...stuck open....clean it out with tb cleaner... tap on it if u have a scanner check the count ,or try to move it...is it always like this? or after warmed up?
