1998 Civic LX Fuel Economy question and help!

I have a 1998 Honda Civic LX and I am new to this forum so I am hoping I can get some help. One thing I have always noticed about this Honda is that it doesn't seem to get as good of fuel economy as I would have hoped. My commute to work is probably 60%city and 40% highway but I have gotten anywhere from 25 mpg to 31 mpg on a tank. In my opinion that seems horrible for a 4 cylinder Honda Civic.

What can I do to improve fuel economy? I know about changing oil regularly (which I do), and I keep proper pressure in the tires (what should the pressure be what is recommended on the tire or the vehicle?), I make sure air filter is clean but I am more looking at any other tips or tricks I can do to improve economy?

I have a 1997 Honda civic lx and I get 37-40 miles per gallon. I have an intake and an exhaust but I usually clean the injectors and I put 32 psi in the tires if u have a vtec do not activate it as it uses more gas to get power. Stay underneath 3.6 rpms when driving. Ngk or pulsar spark plugs and Ngk or pulsar spark plug wires to help the combustion.
