Is this civic si vtec good to buy?

A Honda Civic Si h22 doch vtech with JDM motor that has only 40k miles on it
It's 20 years old, so I'm having second thoughts about paying $3500 for something like that, especially when its two sets of tires are different sizes from each other. I do believe size 17s are a little too big for a civic?

The concern with any heavily modified car is the quality of the work, especially when it has a swap. If you're not experienced enough to assess the work yourself or can't have a shop who specializes in imports then I would stay clear of it.
I personally wouldn't even look at this car based on the ad.
