Starting Problems and High Idle 96 EX

So far I have replaced the battery, starter, battery ground cable, distributer, plugs, plug wires, and fuel filter. I am having trouble starting once in a while. The car will turn over but just wont start. If i continue to try to start it, it will always fire up but sometimes takes 5 min. The problem is most frequently first start of the day, or after a short trip to a store or something and then i try to start again within 5-10 minutes.

Also after these hard starts i occasionally have a high idle problem, my normal idle is about 750 RPMs and when this happens it slowly climbs to about 2K RPMs. After about 1 mile of driving it goes back to normal.

Im out of ideas anyone have any suggestions.
