Question 2000 EX computer problems

I'm new here. I'm just throwing this out there in case someone might know what's up with my car

I have a 2000 Honda Civic EX and it's manual transmission. Runs great. Just won't pass that dang computer part of the NYS inspection!! The first time around the mechanic asked if I had recently replaced the battery or taken it out. Nope. He told me that maybe someone else had and just to drive it around for a hundred miles or so and that should do the trick. OK. Returned and completely different failures (codes...idk the proper term for it) come up that time. Hmm. They turned it off, turned it back on and tried it again. Different codes again. My brother then said he would take the car to work (he does inspections) and see "what the real problem is" needless to say, he called me to say he had experienced the same problem and the guys at his garage thought that maybe the computer completely turns off and restarts each time you turn the car on/off.

Since there are some Civic gurus here, has anyone heard of an issue like this? What would you suggest as a fix? I was thinking that if a computer is broke you replace it...but I don't know a THING about that sort of stuff. I just know how to drive, ahahaha. If replacing "the computer" is the thing to do...what is the part really called?

Pretty weird problem....

You might try this:

Turn off your radio, headlights, ac, everything electrical. Disconnect the battery and wait two minutes. Reconnect. Start the car and leave it in park/neutral for about ten minutes. Turn it off. Turn it back on and drive it for about a full tank/100 miles. If it's still acting funky after that, then you might want to try replacing one of the fuses. I forget which one, but there's one that if it's out could possibly cause the problem you're describing.
