Civic 97 Vti choke problem

Hi there, i am new here and i have a question for all of you, sry for my bad english i'm from Iceland.

So here is the problem
When it is wet outside my honda starts to choke when the car is cold, no biggie.
2 days ago i had to remove my front bumper because some screw fell off and the bumper was falling off lol, (so much snow here).

anyways i drove the car without the bumper for 2 days and my car started to choke alot.

For example if i drive in gear 1 and press 30 % on the gas it looses all power in 3500 rpm so i have to press very hard on the gas but it so annoying because it goes almost in full power..... IF i press full gas i get the normal power that VTi produces.

I was wondering if there could be a sensor that is just dirty or something? I just cleaned my K&N yesterday so i don't think thats it.

The only modification is a v-tec controller but i plugged it 1 year ago and has never had any problems.
