problem with ballast

problem with ballast does anyone know of a good site where i could purchase a ballast?
i bought a 98 civic with a 00 front conversion last year and it came with some hid fog lights. For a year or so now the ballast been acting up when over the light are on more than 30 mins. i got another ballast of eBay (i know am a cheap bastard
) but that one came with its own problem lol who would have guessed 
lol (wouldn't turn on without the car being on or pressing on the gas).
i really wanna get rid of this problem in the most cost friendly way possible(i know you get what you pay for) so if anyone knows a relieable site thats kinda cheap let me know.
oh and i know support rice but am not building a show car either, just need something that works .
