98 keyless trouble

My trusty 98 Civic has an odd problem with the keyless entry.

It stopped working quite some time ago and I didn't bother with it, just went to using the manual key (the battery was fine).

I recently dug out the spare remote I got with the car and it works so-so. The panic button works as does the unlock button. The lock button doesn't. I have reprogrammed the remote to the car and still no lock. (The original remote is dead, it doesn't reprogram, no buttons work, and battery is at 2.9V)

If I remote unlock the car, then hit the lock button the dome light shuts off but the doors do not lock. The battery is a 3.0V.

Also the power locks work fine using the switch in the car. All fuses are ok as well.

I have tried searching and haven't found much on this issue.

Does anyone have any ideas as to what the problem may be?

I had a 98 too and my remote also sucked. It would work once in awhile even after i replaced the battery. If your doors aren't locking check to see if the locks are actually locking all the way, my passenger side would need a few clicks to actually get it in place.
