96 LX Getting 20 mpg !?

My 96 LX has been getting 20 mpg city. From what I've heard, I should be getting at least 25 mpg city. When I drive on the hwy, it goes up to about 25 mpg. I don't accelerate too fast; what could be the problem?

Have you done regular maintenance on it? Tune-up? Filters? Tire Pressures?
