2004 Civic Value Package: No DLRs?

Does anyone know for sure if the 2004 Civic Sedan Value Package included working Daylight Running Lighs (DLRs)?
Just purchased a used sedan for my daughter to drive to school with 93k miles. Car body is in excellent shape, but I notice the DLRs do not work. Checked all relevant fuses and bulbs are good, too. Looked on YouTube and they mention the under-dash DLR module, but my car does not seem to have one.
Am beginning to think that the bare-bones Civic VAlue Package did not include DLRs, but does anyone know for sure?
Already wasted an afternoon on this, for what it's worth....

USA market Civic did not have DRL until 2006.
