halo headlights for Honda Civic 2002?

so I've been looking around and I can't seem to find a set of Halo Headlights for a 2002 civic that are legal in North Carolina, can anyone help?

except k2 motor is just overpriced ebay stuff your better off just doing the morimoto mini swap and don't bother with that cheap **** unless you like less light output and condensation in your headlights and im willing to bet those aren't even legal. http://www.theretrofitsource.com/
