2004 Civic Slow Acceleration

The tran shifts fine. I did notice the gas gauge, will drop empty as im driving slowly, then after I stop driving and start driving again it slowly goes back up etc. Slowly back and fourth. What could this all be?

So my thoughts are

Change transmission fluid
Clean fuel injectors
Clean fuel strainer
Put new fuel filter
Thoughts or suggestions anyone?
Diagnose instead of firing the parts cannon.

Does the trans shift?
Engine is slow to rev up, even in park?
Got a vacuum gauge? What's manifold vacuum read at hot idle in park?

Got any live data from the PCM available?

Inspect cam timing
inspect for exhaust restriction
