Question about bumper part after Crash

Hey guys, I had a little accident in the ice today while driving . The car was a champ, engine is fine, but the bumper is a little messed up. Can anyone tell me what is the piece thats poking out, and how much this would cost to repair?

well, I picked an 05 car on Majestics site, about $24 not including hardware.

No clue if you use a front license plate in your state or how much that would cost.
If you don't need a plate at all, maybe just leave the bracket off?
