03 civic ex, blown tail light fuse

ok, so last night i was pulled over for driving with no tail lights/license plate lights... i go this morning to get new fuses, replace the #2 fuse, small light, and by the time i get home, 3 miles away, its blown also. i have used the search function on here but nothing is explaining why this could be happening. i really need to get this straightened out soon because i have to be at work. thanks to anyone who can help

Did you check the operation of the lights after fuse replacement ?

Do you have an aftermarker head unit installed ?
