After taking out my center console to clean it a bit, I realized that this part isn't in all the way and jingles around. For the life of me I cannot get the damn thing to lock in place...

You're probably trying to slide it into the wrong slot, have you tried pulling the cable either way to make a better gap to slide the clip in?
