Can anyone identify this mystery part?

So I was taking out my center console today and found this part sitting loose on the carpet. Anyone know what it is?

I believe that it is the cover for the grounding wires that are located near the gear shift. There is a bolt with a series of wires go to a chassis ground.

That piece actually goes to the driver side cup holder. It "holds" cups smaller than the diameter of the cup holder in place. Mine kept coming off and it bugged me, so I superglued it in place.

here's how it looks when it's installed correctly.. Don't mind my dirty *** cupholder.. lol

I gotta get one of those, 99 civic cup holders suck lol. The one closest to driver is only for like 44 oz cups its ridiculous.

Look under your center console. That's where mine was. I wondered for the longest time why there was that spot in my cup holder. When I took off my center console, that piece was laying over the grounding wires and it was a little sticky so I thought it was a cover for them or something. Thanks for clarifying that RiceBoy. It all makes sense now!

But you have an 03+ center consol conversion. Look at your cup holder. You have a flip cover on it. Those only come on 03+

Ok it looks like I have the hole where that piece goes. I guess the previous owner knocked it out, Its already a small cup holder so I dont know what tiny cups it would work with???
