I want to paint my cars undercarriage side frames

Just under the doors you see some under carriage and its default black but I notice mine has turned silver in some parts. What causes that? Its not rust and from what i can tell if doesnt look to be painted black but i could be wrong. Well I want to get both sides back to black with no silver spots cause it looks horrible what would be the best way to do this?

Its something that helps keep the engine operating. They are designed to wear out you can replace the whole thing if you want
