Those things with the tape on them are relays and/or the alarm controller for the aftermarket alarm you have installed. That's one of the worst looking installs I've seen.

Cut the zip-ties and relocate the relays further in the dash with zip-ties and electrical tape then try to clean up the rest with more zip-ties and tape.

It looks like you have a VTEC solenoid in the other pics but, you can't really tell. Take a pic like the one above but, down lower. Like this one that shows mine (it looks like I'm touching it with the tip of my finger):

Eh, I actually installed a VTEC light, so I kinda monitor it

It really depends on your throttle, at about 60mph, any slight throttle increase, such as 2mph increase, will activate VTEC
