Does anyone know what the inside tube diameter is on the windshield washer tube for civic.

not too sure but if you want, you can get the accord (01 i think) tubing kit that comes with around 25 ft of nice smoke black tubing. way nicer than what the civic has.

You don't have to take off the fender to change it, can you simply do it from the driver side tire by removing the lining?

yeah just fender liner and you can reach all the tubing. if for some reason you cant change all in one piece, just make a cut and get a plastic hose adapter to put in the middle.
