rust question

I have a tiny bit of rust starting to form on the "step" of the passenger side door. I call it the step cause I don't know what else to call it. If you have the door open I guess it's on the frame of the car. Anyway, it doesn't look bad. It's alittle wider then the mark left when someone keys your car. I have touchup paint but how do i get rid of the rust before I paint over it? It's not bad but I want to take care of it now rather then later and without paying someone rediculous money to fix a tiny mark. Do I sand it or what?

I had a couple chips on my car that I noticed a couple years ago and they had rust inside them, I just used touch up paint over it :-X hope that doesnt come back to bite me.

local guy here dex did something like this and did a little writeup on how. its super easy. i just bought a little plastic bottle of the stuff and i have yet to do it. hope this helps.
