Shifting from Reverse to Drive

so when you are reversing, do you have to wait for a complete stop before you shift to drive? or can you change it to drive while the car is still reversing slightly? I ask because the place Im at is very close to the street and constantly there are people who don't look and speed into the street sometimes causing me to shift quickly. Is this bad?
