Clear Coat Damage

While removing one of my emblems, I noticed some clear flaking. I'm pretty sure I flaked some of my clear coat off. Now I have a island of exposed paint and it looks pretty bad. Is there a way to repair this damage?

I'm a novice when it comes to painting. What do you use to sand, and you can buy clear coat paint?
