Have tested blower motor and transistor out of the car and they are fine

How did you test the transistor? Is power being supplied to the blower?

Bench ?? Do you know what to look for? Most common failures?

I only test components such as these LIVE and in-circuit. (I also have plenty of spare and repaired parts to test with if the voltmeter tests are not quick enough)

If the blower fan motor does not run, something is amiss.
What did YOUR testing entail?

It's a simple electric motor, it must have both power and ground in order to run.
Is the blower motor missing power?
Is the blower motor missing ground?

(your pic seems to indicate +12v is found on both sides of the fan motor??? Is that right? If so, it would appear the power transistor is not able to control the ground circuit to the fan motor) Check forum for ways to repair the transistor as a test
