OBD port issue

Hello everybody! Just bought a 2006 civic with 225k kms. It has a check engine light. My OBD reader gives me a "linking error" and yes it works on another car. I checked pin 16 and 5 and to ground also, all showed 12.5V. I'm assuming it shouldn't be a fuse problem since there is battery power at but I'm not really sure. Another thing worth noting, I have only the spare key and I've read somewhere that it might not be able to give authorization to access the ecu or something. Seems unlikely but who knows..

try stopping in a car parts store and have them check the codes for you.

If it works, good.
