shift light wiring

Welpt I have had this quto meter shift light for some time now, and I have never used it. I know where the tech wire is under the hood, and I know how to ground it, but my question is, where does everyone hook the positive into? And do I need a inline fuse? If so how big.

Thanks guys!

ps, the DIY isnt explained well.
